RSA Case Study

The Regulated Substances Authority (RSA) is a Saint Lucia government body established under the Regulated Substances Act No. 26 of 2023. We built a public-facing platform that explains the Authority’s role, lists all regulated substance categories (cannabis, alcohol, explosives, hydrocarbons, radioactive materials, pesticides, and controlled mushrooms), and guides applicants to the right licensing and application pathways. The site also surfaces legislation, news, events, and partner information so citizens and businesses can access regulation in one place.

Who is the RSA?

The Regulated Substances Authority (RSA) is a government body established by the Regulated Substances Act No. 26 of 2023. It oversees the regulation of a wide range of substances in Saint Lucia, from cannabis and alcohol to explosives, hydrocarbons, radioactive materials, pesticides, and controlled mushrooms. The Authority ensures that licensing, safety, and compliance are clear and accessible for industry and the public.

The challenge

Saint Lucia needed a single, authoritative place where businesses and citizens could understand what the RSA regulates, find the right licence type, access legislation, and start applications. Information had to be clear, up to date, and easy to navigate across many substance categories and use cases.

The solution

We delivered a government-grade web platform that centralizes RSA’s presence and services:

  • Substance overview: Dedicated sections for each regulated category (cannabis, alcohol, explosives, hydrocarbons, radioactive substances, mushrooms, pesticides and toxic substances) with clear descriptions and links to apply or download legislation.
  • Guided applications: Each substance type has a clear path to the relevant application, so users can quickly find and start the process that applies to them.
  • News and updates: A news section keeps the public informed on regulatory changes (e.g. handling protocols) and Authority updates.
  • Events and engagement: Upcoming events and social content are surfaced so stakeholders can stay engaged with the RSA.
  • Partners and affiliates: A section that highlights collaboration and trusted relationships.

The result is a single, trustworthy source for RSA regulation and licensing in Saint Lucia, making it easier for industry to comply and for the public to stay informed.

How we did it

  • Strategy: We aligned with the RSA on goals, audience (businesses, applicants, public), and content structure for multiple substance types and application flows. We defined the sitemap and key user journeys so the site could scale as more licence types or content were added.
  • Content and structure: We mapped each regulated substance to a clear page with description, legislation links, and application entry points. We designed the information hierarchy so users could quickly see what the RSA regulates and what they need to do next.
  • Design and development: We built an accessible, professional interface that fits government standards and works across devices. We implemented the substance pages, application links, news, events,
    and partners sections and ensured performance and maintainability for the RSA team.
  • Launch and support: We supported the RSA through launch and handover so they could update news and content. The platform remains the central digital touchpoint for regulated substances in Saint Lucia.
